As I read comments on the quality of research output from our expanding university system, I am reminded of the views a highly respected physicist expressed during an email interaction, viz. "While in other countries people rally behind a particular scientist with some national pride, such a trait is absent in India. Colleagues in India often take cognizance of (a) significant idea only after it is endorsed by the west". What follows, as a corollary to this, is the lack of focused research pursuing Indian ideas.
